Support to recovery in Prince-Edward-Island

From September 25, 2022 through December 31, 2024, the Canadian Red Cross administered the Provincial Disaster Financial Assistance Program (PDFAP) on behalf of the Government of Prince Edward Island. The Canadian Red Cross has now concluded its administration of this program. Please visit the Government of Prince Edward Island’s PDFAP page for more information.
 

Canadian Red Cross response to Hurricane Fiona

As of December 31,2022, the Canadian Red Cross has:

  • Assisted more than 96,000 eligible households.
  • Provided support at 33 reception centres and/or sites and conducted 22 mobile visits to impacted communities in partnership with local authorities.
  • Provided in-person assistance to more than 42,000 people.
  • Provided virtual/remote assistance to more than 58,000 people.
  • Supported more than 100,000 phone calls through the call centre.
  • Provided more than 140,000 assessments digitally.
  • Provided emergency lodging to more than 1,200 individuals on behalf of provincial governments.
  • Provided more than 5,700 emergency items to impacted individuals and communities, including hygiene kits, cots, blankets and teddy bears for children.
  • Connected with people through more than 6,900 conversations for psychosocial or well-being support.
  • Provided more than 680 referrals for other community-based supports.

Grant Programs

The Canadian Red Cross is no longer accepting applications for any grant programs related to Hurricane Fiona.

The Canadian Red Cross supported Newfoundland communities impacted by Hurricane Fiona through the following funding programs:
 

1. Port aux Basques and Surrounding Communities Mental Health and Psychosocial Supports Grants

This program funded projects that supported populations whose mental health and wellbeing were affected by the impacts of Hurricane Fiona. In recognition of the critical role that community organizations play in supporting the recovery of communities following an emergency event, these grants supported organizations contributing to recovery and resilience-building efforts.
 

2. Coastal Community Resilience Grants

This program provided grants to identified communities to enhance their warming centres, evacuation sites, or reception centres through the purchase of necessary equipment and materials.
 

3. Coastal Community Mitigation

Canadian Red Cross contracted a third-party company to repair and enhance the armour stone retaining walls in impacted areas of each identified town to mitigate further shoreline erosion and to minimize damage in future events. The areas of focus for land mitigation activities included public spaces, with high community impact / need within each town.


Funded Initiatives

Below is a list of organizations that the Canadian Red Cross has supported through these programs.

Fostering Caregiver Connections
The purpose of this project is to support caregivers, clients and employment support workers wellbeing through a trauma workshop, trainings and outdoor activities in the Rose Blanche to South Branch area with an expected attendance of 80 participants, which will address mental health and psychosocial impacts following Hurricane Fiona.

 
Mental Health Community Capacity Building & Programming 
The purpose of this project is to support improved mental health and wellbeing of community members by providing training in mental health crisis intervention and increasing awareness of existing mental health resources by providing haircuts to vulnerable individuals.
 
Intergenerational Bonding 
The purpose of this project is to support wellbeing based intergenerational bonding activities in the Codroy Valley to the Rose Blanche area such as sewing, cake decorating, rug hooking, planting and potting, etc.
 
Take a Hike South West Coast/Outdoor Recreation Adventures  
The purpose of this project is to support improved mental health and wellbeing of community members in the Codroy Valley to Rose Blanche area by engaging them in physical activities such as outdoor hiking.
Fitness Centre Upgrade
The purpose of this project is to support increased connections and wellbeing by upgrading the existing community fitness center in Port Aux Basques through purchasing new equipment and replacing non-functional equipment parts.
 
Support of improved seniors' mental health and wellbeing through activities and conversations to improve community connections
The purpose of this project is to support improved mental health and wellbeing of seniors by arranging 03 events consisting of activities and conversations to support well-being and improve community connections.
 
Communities: Ramia, Rose Blanche-Harbour le Cou, Burnt Islands
This project included the donation of Canadian Red Cross emergency stock (cots, blankets, pillows, hygiene kits), on-site trainings and a commitment to continued collaboration and partnership to strengthen community preparedness and resilience to future events.
Communities: Burgeo, Rose Blanche-Harbour le Cou, Burnt Islands, Margaree Fox Roost, Isle aux Morts, Diamond Cove, Channel Port aux Basque
Funding was provided to communities to repair and strengthen armour stone retaining walls in areas most affected by shoreline erosion due to the storm. These enhancements were intended to prevent further erosion and reduce damage from future events. Land mitigation efforts focused on high-impact public spaces within each town, identified through on-site assessments and consultations with local officials.
Communities: Rose Blanche-Harbour le Cou, Burnt Islands, Isle aux Morts
Provided funding to participating communities to help improve their warming centres, evacuation sites, or reception centres. Communities used the funding to purchase items such as appliances, small electronics, storage solutions, and entertainment items to make these spaces more comfortable and functional for community members.
