The impact of restrictive measures on humanitarian action: the case of Afghanistan

The Peter A. Allard School of Law, University of British Columbia and the Canadian Red Cross present a special discussion on counterterrorism and sanctions regimes and their impact on humanitarian action in Afghanistan. Many states have adopted domestic laws aiming to restrict support for individuals and groups labelled as “terrorist.” However, restrictive measures can impede humanitarian assistance in areas of the world most in need of help. In some cases, these restrictions on life-saving aid are in violation of international humanitarian law. Using the case study of Afghanistan, this lecture will examine the need to balance domestic counterterrorism measures with the delivery of neutral and impartial humanitarian aid.
 
Dr. Erica See, Senior Legal Counsel, Canadian Red Cross will explore the impacts of domestic legislation on humanitarian work. The discussion will also look at recent calls by humanitarian actors for amendments to Canada’s Criminal Code. The event will be moderated by Dr. Sophie Rondeau, Director and Legal Advisor, IHL education at the Canadian Red Cross.
