Learn how armed conflicts and military operations are changing and creating new challenges in international humanitarian law (IHL), including the use of explosive weapons in urban environments.  Also known as the law of armed conflict, IHL is the body of wartime rules that protect people who are not or are no longer participating in hostilities.
