On May 23, 2007, the Assembly of First Nations (AFN) and the Canadian Red Cross signed a Memorandum of Understanding (MOU) as part of the AFN’s annual Special Chiefs Assembly. To symbolize the forging of a new relationship, there was a ceremonial exchange of blankets representing the agreement. Following First Nations protocol, the exchange of blankets is similar to a contract between two parties where both sides are agreeing to do what is asked, and be respectful of the process.

The MOU was designed to foster a better understanding of First Nations health issues, and improve cooperative efforts between the two organizations. “The Canadian Red Cross has consistently stepped up and assisted some of the poorest and most troubled First Nations communities in their times of crisis,” observed AFN National Chief Phil Fontaine. “As part of our campaign to eliminate First Nations' poverty, we are creating and strengthening collaboration with national and international aid agencies.”

Four particular areas were cited in the MOU for sharing expertise: emergency management; injury prevention (especially first aid and boating/water safety); violence and abuse prevention; and humanitarian/international issues.

“This agreement with the Red Cross is an important step forward to raise the awareness of Canadians that First Nations vulnerable populations cannot be left behind and must be supported in their most difficult times," Fontaine said. 

Examples of the Red Cross’ work with First Nations since the agreement include evacuations for fires which threatened communities in Northern Ontario, increasing violence prevention training in several communities, assisting during the housing crisis in Attawapiskat, distributing water during a shortage in Nova Scotia in 2012, and emergency efforts resulting from the 2013 Alberta floods.
