Awarding of a contract to Les Maisons Laprise for the purchase of timber for the construction of 3 750 shelters for Haiti

In response to the devastation in Haiti following the earthquake of January 12, 2010, the Canadian Red Cross has established a program to build 7 500 shelters in the Jacmel and Léogâne regions. The Canadian Red Cross will undertake this project with the support of the Government of Canada through its donation-matching program. The agreement was signed on May 6, 2010.

An invitation to tender (ITT) was announced on April 16 by SNC-Lavalin, our supply chain management advisor. Ten companies were invited to respond to our ITT before the deadline of April 26, 2010. The companies were chosen based on their certifications and a set of basic criteria. They were also asked to fill out a pre-qualification form created specifically for this project.

Six companies responded to the ITT. The offers ranged from $29.8 million to $81.6 million. The three lowest bids were evaluated by SNC-Lavalin and by the Canadian Red Cross, and three companies were invited to meet separately with the Red Cross to clarify their offers and to discuss cost reductions.

In addition, each company’s facilities were inspected by SNC-Lavalin and the Canadian Red Cross. Elements that were considered included production capacity, equipment, and resources.

At the end of this process the contract was awarded to Les Maisons Laprise. The company has been given an initial contract of $13.8 million for the construction of 3 750 units.
