The Canadian Red Cross Society, a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is seeking a dynamic individual to join its Disaster Management Team.  The Safety and Wellbeing (SWB) Officer, under the direction of the  SWB Advisor and the local Operations Manager, will work in collaboration with CRC personnel, including case workers, to provide psychosocial support and protection to beneficiaries as part of a team within the mandate of the Canadian Red Cross

RESPONSIBILITIES/ACTIVITIES

 

These are the duties and tasks applicable to the SWB Officer in a DM Recovery Operation. The incumbent is expected to carry out all areas of responsibility as listed below according to Minimum Standards (Child Protection Minimum Standards, IFRC Gender and Diversity Minimum Standards, IASC Guidelines on Mental Health and PSS, CRC Code of Conduct and CRC Child Protection Policy).

 

Implement & support SWB activities 

To implement and support SWB as part of the overall Operations Team:

  • Support the implementation of SWB partnerships related to individual and community recovery
  • Support, through co-case management and consultation with case management teams, the ongoing needs assessments and plans for beneficiaries with layered or complex vulnerabilities, considering special populations
  • Support Case Management within safe & secure spaces supporting different populations and refer individuals in need of support to appropriate service providers outlined within the referral network
  • Support to community outreach to facilitate emotional support and appropriate referrals
  • Support the application of minimum standards on child protection, gender and diversity within all programs and services to beneficiaries

 

Advocate for and support to beneficiary accountability and communication 

  • Advocate for a client-centred approach both internally and externally in matters of mental health and psychosocial support, which recognizes issues of equity and cultural diversity;
  • Support the assessment and analyse gaps to inform the referral systems
  • Continuously assess, monitor and evaluate needs (individual and community) and activities, and communicate observations as required to SWB Advisor and leadership
  • Gather trends from case management team, as appropriate
  • Refer complaints following CRC policies and procedures

 

Program Monitoring and Reporting

  • Contribute to SWB monitoring and reporting responsibilities and implementation of key monitoring tools as part of the planning and program management process
  • Continuously assess, monitor and evaluate needs and activities, follow up when required
  • Contribute to processes documenting recommendations and lessons learned
  • Provide regular reporting as agreed
  • Attend meetings as required

 

 

 

QUALIFICATIONS

EDUCATION AND EXPERIENCE

 

Education & Experience

  • Completion of an undergraduate degree in social work, nursing, teaching with a minimum 2 to 4 years of job-related work experience, or an equivalent combination of education and experience.
  • Experience of taking care of others and working in teams
  • Experience of supervising staff and volunteers
  • Case work and case management a strong asset
  • Experience in living or working in a cultural context other than their own a strong asset

 

Mandatory background checks

  • This position requires a satisfactory Canadian criminal record reference check.
  • This position requires a satisfactory vulnerable sector check or Enhance Police Information Check.

 

KNOWLEDGE

 

The following are considered strong assets for this position:

  • Background in psychosocial work, nursing, teaching, social work, youth engagement, public health is considered a strong asset
  • Training in Psychological First Aid, protection and violence prevention, and psychosocial support in emergencies
  • Knowledge and certification in crisis intervention, ASIST (Applied Suicide Intervention Skills Training), or similar preferred
  • Experience in working for the Red Cross/Red Crescent movement
  • Experience in working with large number of people and many demands

 

LANGUAGES

 

  • This position requires all candidates to be fluent in English.
  • Fluency/working knowledge in an additional language including Indigenous language is considered a strong asset.

Working Conditions:

The majority of the work is a field based position. Difficult and demanding working conditions are expected including the following:

 

  • Due to the dynamic nature of the situation there may be issues of access and mobility;

  • Stressful rapidly changing environment with limited information to make decisions.

  • Ability to respond during non-traditional hours (i.e. late night or weekends) and long hours of work in a demanding context
