ORCA Project Manager

The Canadian Red Cross Society, a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is seeking an ORCA Project Manager.  Reporting to the Director Program Management Office (PMO) ORCA, the primary role of the project manager is to lead ORCA portfolio projects for programs and departments (stakeholders) and their corresponding project team(s) to ensure stakeholder requirements are met and the project is completed on time and within budget per CRC project management standards and procedures.
Key Responsibilities
Project Planning        
  • Defines/documents project scope, goals and deliverables that support business strategy.
  • Clearly communicates project expectations to team members and stakeholders in a timely fashion.
  • Liaises with project stakeholders on an ongoing basis.
  • Sets and continually manages project expectations with team members and other stakeholders.
  • Plans and schedules project timelines and milestones using appropriate tools and in conjunction with agreed-upon deliverables, incorporating CRC specific project tasks, often collaborating with vendor project managers, as well as ORCA PMO PMs/Director to ensure ORCA program alignment with other interdependent projects/operations.
  • Tracks project milestones and deliverables.
  • Determines the frequency and content of project member status reports, analyzes results, and troubleshoots problem areas.
  • Communicates project success criteria and disseminates to stakeholder parties throughout project life cycle.
  • Develops best practices and tools for project execution and management.
  • Identifies project risks and develops mitigation strategies
Project Resourcing:
  • Estimates the resources and participants needed to achieve project goals.
  • May be asked by the Director PMO to review ORCA Business Case submissions and supporting budget proposals, and provide budget adjustment recommendations where necessary
  • Aids in recruitment of resources to staff projects
Project Delivery:
  • Provides project management services for identified projects.
  • Directs and manages project, collaborating with the vendor/solution project manager and CRC business leads
  • Ensures the complete and effective onboarding of new CRC team (IS and/or Business) members to a project.
  • Liaises with project stakeholders on an ongoing basis.
  • Sets and continually manages project expectations with team members and other stakeholders.
  • Works with the product vendors where applicable to communicate project requirements, review deliverables to ensure quality and completeness, provide instructions and feedback.
  • Work with business stakeholders to ensure their adequate participation in all phases of the project to ensure project success
  • Identifies and manages project dependencies and critical path.
  • Delegates tasks and responsibilities to appropriate personnel.
  • Identifies and resolves issues and conflicts within the project team or escalates as appropriate to Director PMO
  • Tracks project milestones and deliverables.
  • Develops and delivers progress reports, Decision Papers, Change Requests and presentations.
  • Prepares timely updates on status of projects and reports back to ORCA Projects sub-committee.
  • Proactively manages project scope, identifies scope changes and potential impact on budget, schedule assessing options and making recommendations to the ORCA PMO for decision making.
  • Motivates and guides project team members (IS and business unit) and influences them to take positive action and be accountable for their assigned work.
  • Coaches, motivates and guides project team members and contractors, and influences them to take positive action and be accountable for their assigned work.
  • Builds, develops, and grows business relationships vital to the success of the project.
  • Works within the mandate of the ORCA PMO, Corporate Services in partnership with IS department and takes on relevant responsibilities as assigned.
  • Prepares project documentation, reports and ensures that all required project artefacts are developed and maintained in the appropriate project documentation repository.
  • Work as a subject matter expert to support all phases of application development life cycle. Delivers and/or participates in workshops, training sessions, presentations and meetings
  • Conducts project post mortems and creates Lessons Learned/Project Close report to identify project practice successes and areas for improvement.
The incumbent must have the commitment to the Fundamental Principles of the Red Cross Movement and model the core competencies of the CRCS: team excellence, service excellence, accountability and results focused.
This position requires a satisfactory Canadian criminal record reference check.

Education & Certification
• University Degree or equivalent
• PMI or Prince 2 certification is an asset
• CBAP certification is an asset
• ITIL certification is an asset
Knowledge & Experience
  • Strong familiarity with project management software, such as Microsoft Project, Microsoft SharePoint
  • Competent and proficient understanding of ERP platforms and internet technologies such as Microsoft SharePoint, MS Dynamics AX, MS Dynamics CRM,
  • Demonstrated experience in leading and managing cross-functional teams (IS, vendors and internal business/support clients)Familiarity working with virtual teams is an asset.
  • Fluency in French is an asset

Working Conditions
• Ability to work from home as the primary workspace
• The majority of the work is performed in an environment which is mostly clean and comfortable.
• May be required to work extended hours during peak workload periods
• Some travel across Canada may be required for meeting with clients, stakeholders, or off-site personnel/management.
