The Canadian Red Cross Society, a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is seeking an Operations Manager for the BC Wildfires Recovery Program.  Reporting to the Deputy Director, Recovery Operations, the Operations Manager will organize, supervise and coordinate the work of the CRC in site specific locations within sites in BC. The incumbent will be responsible to ensure operational planning and budgeting are completed and updates are given to the DM Director or designated point of contact. The Operations Manager, under the Deputy Director Recovery Operation, and in coordination with National Programs, will recommend and implement approved changes to the client service delivery model to ensure recovery programs are client focused and of high quality.  They will provide leadership and direction to casework supervisors to assist them in ensuring caseworkers are trained and supported in the delivery of services are in accordance with the Recovery Framework, the CRCS Fundamental Principles and the Mission.
Key Responsibilities
  • Provide direction and guidance to overall operations within the Area of Responsibility.
  • Model, lead, support and provide guidance to the case management supervisors in maintaining strong and positive relationships with external stakeholders, ensuring high quality of client services;
  • Perform needs assessment to identify immediate and evolving needs of the overall operations and make recommendation for escalation of operations/recovery programming as appropriate;
  • Lead the site team, providing direction and coordination for the ongoing management of activities;
  • Provide regular and timely operational reports as per Technical Standards;
  • Encourage and coach on cross-functional coordination between direct services and enabling services in the CRC location;
  • Assume overall location responsibility for the Health, Safety and Security of personnel;
  • Lead monitoring of service delivery at the location supporting affected populations;
  • Provide timely formal and informal performance feedback to personnel;
  • Provide regular status updates of team effectiveness and capacity to the DM Director or designate;
  • Client Service Delivery Responsibility, by developing service delivery plan and corresponding budget;
  • Meet regularly with the casework supervisors to gather information, evaluate and determine operational needs;
  • Implement and monitor recovery service metrics that focus on effectiveness, timeliness and quality;
  • Make recommendations to enhance the capacity of the recovery programs;
  • Identify, implement a client service complaint mechanism that ensures a rapid response and informs improvements in client service delivery.
  • Establish and maintain regular communications with the relevant authorities and stakeholders;
  • To participate in and represent the CRC at coordination meetings, as well as liaise with relevant government authorities, and operating agencies as appropriate;
Education and Experience
  • Completion of a University Degree in Disaster Management, Emergency Management, Social Services or community Development and/or an equivalent experience;
  • Minimum 4-6 years’ experience in a management position;
  • Experience in client facing work that includes direct case management;
  • Experience with the Red Cross and one relief or recovery operation a strong asset;
Mandatory background checks
  • This position requires a satisfactory Canadian criminal record reference check.All convictions will be reviewed by People Services and may not disqualify candidates.
  • This position requires a satisfactory vulnerable sector check or Enhanced Police Information Check
Preferred Education & Experience
  • Working knowledge of or experience working in the area is a strong asset
  • Training in protection and violence prevention is a strong asset.
  • Previous deployment experience in a large-scale operation is considered a strong asset.

  • Project Management Skills - developing project charters, planning, scheduling, supply management, risk assessment, budgeting, change management, and project control

  • Communication skills - media interviews, clear, concise, confident, ability to influence others
  • Budgeting skills - forecast, build budget, monitor, analyze variances
  • Coordination skills Champion collaborative opportunities, flow of information, strategic thinker, facilitation/mediation, meshing work plans/prioritizing
  • Ability to work well within a team - share information, respectful, approachable, build strong relationships within team
  • Remains calm during a crisis - Don’t allow emotions to get in the way, don’t take things personal, stay positive, respond decisively and take accountability
  • Ability to respond during non-traditional hours (i.e. late night or weekends) and long hours of work in a demanding context.
  • Ability to be on-call when scheduled, as required.
  • Ability to respond in local community and outside of their community
  • Stressful rapidly changing environment with limited information to make decisions;
